The flag state - who is responsible?

You've probably seen it before: ships sometimes sail under different flags. The United Nations Convention on the Law of the Sea (UNCLOS) stipulates that the state is responsible for the safety and condition of the ship under whose flag the ship is sailing. Each state has its own checklist to record the condition and safety of the ship.

Flag State checklists

Not only the condition and safety of the ship are determined on these checklists, but also the working conditions on board. Is sufficient staff available? Does the staff carry the minimum requirements of the flag state?
